Latency issues

I seem to be getting massive latency issues on my netbook (connected via cat5e)

I can ping addresses and get a reasonably good time:

Code:
--- www.bbc.net.uk ping statistics ---
5 packets transmitted, 5 received, 0% packet loss, time 4004ms
rtt min/avg/max/mdev = 19.475/19.781/20.291/0.308 ms

But when when speedtesting etc.. in chromium browser, i'm getting pings of near 100ms

This is in contrast to my desktop where pings are twice as fast.

I don't have any spyware or antivirus running.

Any ideas as what the problem might be?

well you never said that in the OP. Cable is another thing to try, long shot but could be an issue. Also, I have had Ubuntu machines that resolve much slower on Linux than on Windows....so go figure

The odd thing is, same cable same router port etc.. and my Debian machine resolves faster.

In pure command line pings they are both the same, but in web browsing and speedtest, the netbook seems to have an issue.

Both are running chromium. The netbook is running LXDE while the desktop is running gnome

yeah, difficult one...different kernel build might be an issue here then, but other than that, I have to say Linux based machines on my network are generally slower to browse etc.
