I would prepare her for disappointment now.

The very fact they're making her apply rather than taking the easy route of giving the position back to what can only be the most immediately suitably qualified candidate going, suggests to me right off the bat that they're at least partly expecting to not give her the job for whatever reason.

I thought the same when I read she had to reapply.

Sounds like, "We'll take you back if we can't get anyone better" type scenario.
