LG oled 30hz?

I've got a LG OLED B8 4k TV that I have connect to my second PC. I don't do much gaming on it but when I do I can't seem to get higher than 30hz refresh. Windows or games won't let me choose higher, even when set to 1080p. I could get 60hz on my old 1080p Panasonic plasma.

The GPU in the pc is a Radeon 7970 I think and is connected via HDMI. Is there a setting I on the TV or in the GPU drivers that I am missing? Also when set to 1080p I get black boards at the sides of the screen when using the PC.

Your card only supports HDMI 1.4 and 4k @ 30hz.

When selecting 1080p you are likely using GPU scaling rather than display, so it is still trying to send a 4k signal to the monitor. I've no idea where that setting is on AMD these days.

Yeah I know I can only get 30hz at 4k. I have 1080p set in Windows and still only get 30hz max. Would it still be trying to send a 4k signal in this situation...?
