What is the deal with front USB 3.0 connectors, do they all loop out of the back and plug into free USB 3.0 ports or has anybody released something that connects to a header on the board? (I think only ASUS/Asrock have onboard pin headres for USB 3.0 and has that pin header even been ratified yet?).

Like the q08r, it is most likely they loop out the back and plug into the usb3 slots.
Have a check at my build log 'smooth pink box' couple of photos showing it on the q08r

Would the i3 and itx mobo give better results than the AMD board above and my existing Athlon II Quad?

If you don't want a dedicated GPU then I really think Sandy Bridge is the way to go. I think it was Anandtech's preview of onboard performance where they found that it gave a dedicated HD5400 series card a damn good run for it's money.

Also, if you go without a GPU, you can go for an even smaller case. You'll only need a Pico PSU and a low power 2.5" HDD.
