Light switch / Electrical problem

If you can confirm that the cables aren't mixed up and that the 2 way is working correctly then.....

Take down conserv light and see if its wired loop at the fitting, looks that way from the switch wiring, is this dead? any loose connections?

Conserv light maybe powered from different MCB that is still off or fuse spur that is still off or fuse taken out.

Did the spark only work on switches or did he take any lights down? may have disturbed the loop? either at a fitting or switch if any of your switches are wired loop at switch?

From the switch wiring it looks like the 2 lights are wired independently but maybe it had a link from the kit light perm live but looks like it wasn't wired this way, could be made to work this way though but not ideal and would need to make sure you don't connect 2 circuits together.

Without being there its a long process to fault find it tbh
 
Have you disconnected the cables individually and tested to see if they are live or not ? Them neon screwdrivers could be picking up interference from the cables next to the one your testing. So while you might think all 3 are live, it may well be one is dead. You can not rely on these screwdrivers to be accurate.
 
That is true, I get one every time I get a new set of vde screwdrivers. It goes straight into the bin. I've got a feeling the problem isn't at the switch as HardwareGeek has mentioned. Hate fault finding like this, would take about 2 minutes to find the fault on site lol.
