this sounds ideal, as their is no actual "damage" unlike doing the idea above with spraying water in his pc/laptop.
you could even take it further and have a mate phone up the flat while he's in and ask for him and discuss the copyright laws.

and if you look on adslguide they have scanned copies of these letters

Change his torrent settings while hes not looking, disable uPnP, lower the number of connections etc. Also tell him to limit the uploads and reboot the router every so often.

You need to telnet in and use the command line interface. Your mileage may vary but these instructions should point you in the right direction.

You can double check by trying a site that does not exist e.g. www.dgsjdcsdcsfdsc.com
After a few seconds when it times out you should get a open dns page
