That's an auto assigned IP address. It usually means that the PC can't contact a DHCP server (your router) to obtain a valid IP address.
In this situation I'd temporarily disconnect the router from wherever it is, and move it to next to the PC. Connect the PC to the router with a cable that's known to work, and see if you get a valid IP (ignore the router's WAN side connection). You obviously won't be able to connect out, but that won't matter.
If you get a valid IP (something that doesn't start 169.) then you'll know that PC is probably okay.
