Limiting bandwidth on 2nd router

Greetings from the Philippines!

I have recently added a second router to our internet connection here in our shopping mall to give customers wifi access. But I'd like to know if there is anyway to limit the bandwindth and/or prevent P2P connections?

The setup is a D-link DIR-615 (main router) connected to the internet with a Tenda 11N wifi router connected to one of its LAN ports. The Tenda router is literally acting as a wifi enhancer as it has DNS turned off, UPNP turned off etc etc. Is there a easy way to prevent our customers destroying the connection for everyone else by using torrents?
