limiting bandwidth on shared net access

hi, does anyone know of a way to limit bandwidth on shared net access.

we have currently got approx 8mb/sec coming into the house and its shared between 4 pcs, all wirelessly connecter through a netgear dg834g. the trouble is that 2 of my housemates are regularly downloading large files and end up hogging the connection.

is there any way to limit this so all four people get a fair connection speed?
 
Talking works better than enforcing limits on them, if it's P2P then clients often have the ability to limit uplink (the main cause of slowdown) also Google 'Netlimiter' or better yet look into a linux router distro with traffic shaping features but be prepared for it to be running 24/7. IPCOP/M0n0wall from memory have traffic shaping as a bolt on.
