Well i'm on sky fibre i didn't think there was different kind of grades of it.........they never said nor have i seen it say its capped at 40mb

It should be said though, if you are too far away from your PCP/green cabinet you may not be able to go any faster or you might only get a few meg more for your extra £10. Ask before upgrading.

Considering he's getting a speedtest of ~36mb and has a attenuation of 20db - He'll easily get 65-70mb

True, but as a general rule it's a good one. One customer was getting 19 on Fibre. They were getting 0.7 on DSL!

There are two packages of which you are on the lower which is set at infinity 1 speeds (pro is an extra £10/month, but you can pay plusnet a penny under £20 for the same fibre speeds if you move your phone line over to them).
