Liquid Cooling question

Hi
I'm new to water cooling and was wondering whether liquid cooling is a good, cheaper option? I plan on using my old Coolermaster Praetorian case to save on budget but it only allows for 2x 80mm fans at the back. Will that be an issue?

If so, I was thinking I could lose one of the fans and use the space to pass through the pipes and keep the radiator externally - say on top. Would this work i.e. are the pipes long enough on the kits? Aesthetics are not so important to me as the case is hidden anyway.

Is liquid cooling recommended over water cooling? Need to keep the cooling budget under £100 really.

I don't think the pipes on that are long enough to put the rad outside on top, probably would be ok behind.
