Locked at 60 FPS

If your card is dropping from 160 to 50 then some thing is seriously wrong wouldn't you think?

not really, just depends what going on at the time.

btw with 120hz monitors you don't really see any tearing so no need for vsync...so no mouse lag

Conclusion, if your gfx card can constantly pump out more fps than your monitor then lock vsync to prevent tearing.
If your monitor is displaying faster than your gfx card can draw then unlock vsync to prevent the 60-30fps stuttering.

In my experience it is always best to disable vsync anyway for FPS games due to the mouse lag. OK so if you get some MAJOR issues with tearing and you can't fix it by limiting maxfps (to say a multiple of your refresh rate) then maybe give it a whirl, but only a last resort. I use 120hz with vsync forced off for all games and can't say I've had any noticeable issues with tearing.
