Logo animation scroll effect

Could someone point me in the right direction of how to achieve a logo animation scroll effect please? Searching for "logo animation scroll effect" doesn't return what Im looking for.

Here is an example of what I want to achieve, if you scroll to the very bottom the Altgage logo changes colour as you scroll. Looks to be circles behind the logo that expand as you scroll.

Thanks for the input all, I've got a mock-up (almost) working on a test site so a couple of tweaks should sort it.

Doesn't work properly on mobile, Firefox pixel8.
Imo this sort of effect isn't worth doing.

I know where you are coming from but Im looking to make a site that stands out a little without being Lingcars type crazy
