Because without friendlies, how many matches do international teams actually play?
You'd either end up trying to work out a teams 'rank' based on only a handful of games in the last 4 years. Or you'd have to base it over a longer period of time, where results from 8 years previous would be being used to try and work out how good a team currently is.
The system is by no means perfect, but it's not really that bad. You just have to accept that they're only an indicator of form over a period of time and not an attempt to show who's actually better than who.
