In fairness the Canadian police officer might just have been telling them that for their own good. Dressing in revealing clothes is more likely to turn a guy on and make him think you're up for it.
It doesn't mean that the rape is anymore right and should not affect jail terms in any way but is just a simple matter of singling yourself out as the 'easy one'. Whether or not you see it as a big risk is up to yourself, everyone has the right to wear what they want and I don't think the fear of rape should really factor into it but in reality if there is a guy willing to rape looking for a target then he'll probably pick the more sexily dressed woman from a crowd.

It's dumb. Of course, wearing somewhat revealing clothing doesn't make you a ****, but if you're going to wear clothing designed to accentuate your sexual features, or arouse the other sex, you have to accept the consequences. No, that doesn't mean if you wear those clothes then you deserve to get raped, but rather you accept that you're going to garner attention, possibly unwanted, from the other sex.

Canadian police officer seems to have been offering decent advice, unfortunately we don't live in a perfect world, bad things do happen, to reduce the risk of making them happen to you take more care in your surroundings, whether that means dressing differently or what.

I wish I could find that comic with the woman in the office wearing a low cut top and the male co-worker is staring at her breasts. When she complains that he's staring at her breasts, he takes to unzipping his fly to reveal his pubic hair while standing drinking his coffee.

It is not that wearing any specific type of clothing increases your chances of being raped. That is the ridiculous muslim sort of mentality from the 8th century.
What increases your chances of being raped is being good looking, accepting drinks from strangers, walking in dodgy areas in the middle of the night, turning your back on people when you are alone with them etc.
Think of it this way, if some fat and ugly girl wears a short dress is that going to increase her chances of getting raped ? NO.
If a good looking girl or man wears baggie clothes s/he still has a high chance of getting raped.
