Looking for a free image program

I'm wanting to edit some photos on my desktop which is running vista, but my version of photoshop wont work with Vista.

Is there any good but free software that i can download, I've had a look at the sticky thread but cant see what i need.

I've heard good things about Paint.NET although have never used it myself.

I downloaded Gimp and it seems good, once i found out how to resize the images.
