You havent exactly stated what parts you need, but thats everything needed to make a tower.

I haven't crippled it too much by going for the Ivybridge dual core CPU route (i3 3220).

If you want to save more money then there is a 3 month Windows8/8.1 trial available.
 

Looking for more opinions

Personally, I'd choose that - With games like Rome Total War, you'll see good performance increases by overclocking as they are quite cpu dependent.
