Looking for something better than the gt 710 for a
Processor Intel(R) Core(TM)2 Duo CPU E8400 @ 3.00GHz, 2997 Mhz, 2 Core(s), 2 Logical Processor(s)
 
Just about anything is going to be better than that these days. How much do you want to spend? What is the use of the pc, gaming, general purpose etc? If gaming what resolution to you game at?

Looking for something to play GTA online / Forenite etc in a 'decentish' level with a budget of around 100 / 150£. Less if I can.
 
pop on to the bay and look for pre builds ex workstation systems would be your best option, drop a moderish gpu in the mix and you'd have something capable of gaming, wont lie it wont be brilliant but for a budget it's the best you'll get

That's a really old PC. How many slots do you have available? Does your PSU provide a 6 pin or 8 pin PCIE power cable? Realistically, you're looking at a GTX 1650 Super, maybe a RX 590 if you have additional PSU power. See if you can find a Core 2 Quad processor too - the Q6600 was a great overclocker if memory serves. But really, your PC is obsolete and you should look at replacing it.

Your best bet would be to try to pick up a used Haswell based workstation from the likes of Ebay (chances are that it would still require a graphics card though) or to buy a console. I wouldn't waste any money on your current pc as it is just too old to justify spending any money on. Even if you dropped a new gpu in it the cpu will hold it back massively.
