Looking to upgrade GFX in a step towards a total new build.

How do you workout what power you need?

Check the specs of each component on the manufacture website they usually give out base watt and add up all the watt’s of each component. That gives the minimum wattage required.

Then you can check google for tech graphs which show maximum power consumption for each component. Add this up that’s your maximum load on psu and your Psu needs to be over that number preferably.

It looks like your i7 2700k draws 95w at standard or can draw up to a good 200w when doing some hefty processing.

You might struggle it looks like the 1070 uses about 500W, so once you added the rest of your systems needs your going to probably be looking at 700w PSU's.

This is massively incorrect information!
A Founders Edition 1070 uses a maximum of 150w and so Nvidia recommend you have a minimum of a 500w power supply to power the PC itself and peripherals.
Aftermarket cards may use slightly more due to additional fans and factory overclocks but this will probably be less that 20w.

Please see the Official GeForce 1070 Specs https://www.geforce.co.uk/hardware/desktop-gpus/geforce-gtx-1070/specifications

The 650w unit you have will be ample to power the card as the 1070's use less power than the r9 380 you have.
