Looks Like Ive A Faulty CPU - Or Board ?

Ever since i put this rig together and got Windows on, in the Windows Control Panel > System, its always had this :-

Im pretty sure though, that when i was in the BIOS just after i put it together, and before i got Windows on (as was checking what BIOS it was on, and so updating it to the latest at the time, the 1004), it was reporting correctly, i7 5930 @ 3.50GHz, Speed 3500MHz.

Its always bugged me, but just thought it was just Windows miss-reporting (with the BIOS showing 3500MHz speed), so never worried about it, as when using the 2nd XMP profile for my ram to give 2800, in CPU-Z, its been shown as @ 3817MHz (and also in the BIOS)

Anyway, ive done some checking, and it does indeed look like it is running at only 3GHz, as ive disabled the XMP in the BIOS to check (so its gone back to default), and it does show an i7 5930 @ 3.50GHz, Speed 3000Mhz, and ive also checked dxdiag, and that too is showing the same, i7 5930 @ 3.50Ghz - 3GHz, and also GPU-Z, when setting power to full in the power options :-

so either my CPU is faulty, or my board is, now reason i think it could be the board, is because its never worked with my Xonar DX (even though the 1004 BIOS im on, was supposed to be the one that got them working), ive always had one speaker off, of my Logitech x530 5.1s, and its always been a different one everytime, i.e, fire up a music vid on YT, rear right could be off, close and fire up again, could change to rear left off, with previous speaker that was off, now on, and also when doing the Speaker test in Windows CP > Sound, i either got no sound coming from the speaker, or the sound has come from the wrong one, i.e if ive selected front left, first time i may hear nothing at all, second time, i may get the sound from a rear one, so ive always used the onboard sound, which worked fine, until a few days ago when i got the Xonar U7 (USB), which also works fine.

Anyone got any ideas as to what could be up ?
 
Hang on, isn't the 3817 CPU-Z is reading, just the boost clock ?

As ive just remembered, my rams default is 2666MHz (Im using Corsair Vengeance LPX), and i get that by selecting the 1st XMP profile, as with XMP disabled, my ram runs lower than its default 2666MHz (and i vaguely remember hearing that you must use the XMP profile to set your default Ram speed).

Anyway, with my Ram at its correct default of 2666Mhz, CPU-Z shows this :-

Which, if it is reading the boost clock, would be correct (also set to full power in the power options) ?

EDIT: Just checked with the XMP disabled, and that does run my Ram under its default, so disabled gives 2133MHz, XMP Profile 1 selected gives 2666MHz (the default), and XMP Profile 2 selected gives 2800MHz.

Nvm, its all fine, im actually running at 3.8GHz, so the weird 3GHz stock clock thats being reported (when it should be 3.5GHz stock for this chip), is nothing to worry about :p
