To say the coins are on the hard drive is a figure of speech. All the info he needs to access the coins are on the hard drive. Think of it as a very complex username and password.

Basically, bitcoins never actually leave the Blockchain. It's a ledger that confirms which addresses bitcoins are sent from and to.
To be able to move bitcoins that are at that address you need the 'password' this code is what he believes is on the missing hard drive.
Without it, those BTC will sit at that address indefinitely and be locked there forever.

It is more technical than that but that's the gist.

I dunno tbh, it doesn't exactly sound like much of a documentary. Guy loses drive and spends the next 10+ years trying to convince the council to let him find it in the tip. There's not really much else to it.
