I just got a reference MSI R9 290 yesterday and am having problems with it. I cleaned all the old display drivers off the computer in safe mode using DDU and installed the latest AMD drivers. At first the card was working well giving me full speed. After I restarted my PC though it seems like the GPU isn't utilizing it's full power leaving games a stuttery mess. I have taken a screenshot to try and show the problem:

Do you have anything running in the background? It looks like the gpu is stuck in the wrong clock state.

Can you try shutting down the web browser and running the application in full screen mode to see if the issue still occurs?

I closed all programs and set heaven to run at 1080p full screen. It is still extremely stuttery however it seems to use the full power of the card but it is more like full power, half power as you can see from the graph. It is strange that it runs perfectly the first time I install the drivers but after a restart it stutters again. I have uninstalled and reinstalled twice now and the same thing has happened.

I have a 2500K cpu which I have tried running at both stock and 4Ghz with no difference. I have 8GB RAM and a Be quiet L8 500W PSU.
