Low Gpu usage, Witcher 3

Gpu usage is mostly 50% usage inside towns and 100% outside? 1080p High/ Ultra settings, Hairworks off, a pitiful 33-45fps in built up town areas. No problems with any other installed games on my pc, drivers are up to date etc, any ideas?

Have you uninstalled all old drivers?

I enabled unified gpu usage monitoring in afterburner and gpu usage is about 50-60% usage, In Novigrad Town my fps can drop as low as 33fps, outside it's 50-60fps, I'm concerned my fps is low because of the low gpu usage?

Old drivers uninstalled, new one's up to date, GPU temp 75, CPU 50

The strange thing is and most concerning is that even when i turn presets down to low and lower res to 720p, I see no improvement in frame rate?

1 CPU usage?
2. Have you tried pure max settings and see if you get higher % usage?
3 which drivers you on?

You will get lower fps in towns due to population but not by much.

Novigrad is a massive CPU hog. My 3570K at 4.8Ghz was at 100% whilst in the city. Some people seem to get I worse than others FPS wise. I drop to about 50fps but others get noticeable stuttering.

I think lowering population density helps.

Inside towns the game will be requesting lots of A.I calculations to your CPU for all the NPC's you see your CPU has to wait it's turn to request instructions from the CPU hence the lower usage.

Same settings as you I get 60fps about 90% of the time, busy scenes drop to about 55fps, lowest spike I've seen was 49fps for a split second but then it went straight back up.

That's Ultra on everything but no HW. If I put HW on my 480 contemplates suicide. Either that or spontaneous combustion.
