Would this help improve a drives reliability.
I have a drive which previously has reallocated sectors, since Im formatting it anyway is there a point to using this utility or can I just go straight to putting windows on it

Is this all automatic nowadays but it used to be that a util would need to run to check each sector mark anything not now usable.

Its just for a web browser machine, it doesnt have to be perfect but I dont want to hand it back to someone and have windows reset when being used

Cant see a need to run that, if the drive has suspect sectors then make sure to use the sloooooow full format instead of the quick format within Windows and that should identify and mark any bad sectors in advance of the OS being installed.
