What is the pc being used for?
I use the AMD Hudson setup like the board below in my spare pc:

In all fairness, you can build a high performance PC using desktop components that is also very quiet - it's entirely about the cooling solution you choose.
Are you building the whole PC from scratch? If so, it's probably worth one of those "spec me a pc!" threads in general hardware - give the guys a budget, a list of the apps you want to run, and the fact that you want it as quiet as possible and there's bound to be some good suggestions
