MacOS 8.6 - Taskbar stuck up the screen ?

The tab at the right hand end of the taskbar should work as a handle to move it up and down, I think. It's been a loooong time!
No, it only allows me to resize it and wotn let me move the bar at all.
I have tried all parts of this bar, using all the buttons I can use to see if any weird combination will move it, but nothing will do anything.
I have found a control panel accessory that will let me hide / show it but again, nothing in there to help either??? - I do feel that perhaps a reinstall is needed to cure it, but alas overkill too just to cure such a small thing.

Try holding cmd/control and then click-dragging it.
Im using a Windows keyboard.
Is there an Equivalent keyboard option for CMD? - ALT?
I have tried ALT, SHIFT, CTRL and a few combinations and that does not work.
Maybe a non cheap and nasty keyboard will be better.
I will be getting a proper Mac Keyboard next week just on the off chance.
