Hmm, That is a HDMI 2.1 port so should have no issue going up to 120/165hz at that res. I've had various problems with HDMI cables. I was recommended not to go shorter than 2 meter cable length, and certified. The ones I use are Cable Matters 48Gbps
Mines a 1 meter Kenable certified 2.1 HDMI cable and I have no problems with my monitor.

I am going to get a UGREEN 0.5m one and try again.

UGREEN HDMI 2.1 Cable Certified 10K 8K 4K 1440P@240/165/120Hz eARC HDR Dolby Vision Atmos HDCP 2.3 48Gbps

Ah poo....I just checked the spec of the monitor.

Looks like I need a HDMI to DP cable.

USB-C-to-USB-C and MiniDP-to-DP cables are also provided as standard. Actual display effect is 1.07 billion colours when using USB-C or MiniDP. Due to the theoretical bandwidth limitation of HDMI 2.0, the maximum resolution/refresh rate supported by the HDMI 2.0 interface is 3840 x 2560@50 Hz. MiniDP and USB-C interfaces are recommended.

Yeah my old 27” 144 Hz 4K monitor only supported HDMI 2.0 I had to use a DisplayPort cable to get 120 Hz. I just used the DisplayPort to DisplayPort cable included with my monitor as my graphics card had both DisplayPort and HDMI ports.
