Ahem, ocuk probably are part of a deal with mafia makers to promote the game. They would have received the free game vouchers from their publishers for free just like they do with gfx card free games and they bundle them with gfx cards and sell them with a free game.
Even assuming that's the case, it's a business deal. OCUK would incur some expense to acquire them, in the hope that bundling them with their products will increase their own sales. They wouldn't have paid full price, but there's no way they would have been free.
But you're right, they should just shoulder the cost of the manpower for brokering the deal, the cost of storing the games, the admin for tracking and packing, and the postage for sending out 1000 games for nothing.

Storing the games? It is a piece of paper with a steam code on.
Postage and admin costs? It goes in the same packet as whatever some person has bought.
The deal with the publisher, hmm depends what they paid i guess.
But from what i know they are usually free and are part of a marketing deal to promote the game.

The pre-order is number 2 in the Steam best seller list at the moment, I don't really think it needs promotion.
It's a lot more likely that OcUk have bought a load BECAUSE it's so popular, and hope that bundling it will push their sales up.
Also, the game doesn't go in the post with whatever the person is buying if they don't have to buy anything, which is what you were on about in the first place
