Manage internet connection with home network

HI,
Is there any software out there which can manage internet connection througout a home network. What I mean is say you have 4 pcs and you want to allocate max broad band size for each pc, is this possible?
Normally, if one pc is downloading torrents but another one is used for surfing then the browsing is often really slow because most of the broadband connection is being taken by the torrents.
I have a linksys router.
 
Believe this is to do with the upload rate on the torrent program rather than the physical size of what is being downloaded.

I dont use any torrent programs but I believe you can restrict the upload speed on them (at the expense of download ?) Perhaps try reducing it and seeing if it improves performance on the other computers ?
 
As said below, reduce bandwidth on the uplink first.

If that doesn't help, look in to either a client side solution (full throttling) or QoS which will depend on your router.

Believe out of the cheapish routers, Draytek will allow QoS as do the "fiddled" with Linksys ones. Don't know which layer they will apply QoS to though, I'd imagine 4, thus you should be able to specify which ports to prioritise, ie, http/80 and so on.
