I'm pretty sure its 'Kissing You" by Des'ree, looking at the "Romeo + Juliet" soundtrack.

Wrong track. At 53 mins, some sort of classical track begins and lasts for about half a minute.

It was on the main street that runs from the harbour up to the shopping centre. It might have new owners now - my folks still leave nearby but they haven't been in years.
