Maths Equation Help

Hey,

Please could some help me with this equation:

I need to change it so the "inequality is replaced by an equality", not really sure how to do that though

Would I be correct in completely removing the second line, and saying the equation "holds if H(k) = 0"? Simply removing the then and else case and setting the equality to true?

Or is it not that simple? Maybe I need to keep the second line the equation makes sense in context if H(k) = 0, but I fail at maths.

EDIT: if it's relevant H() is the information entropy function.

Think so, it doesn't need solving or anything. Just modifying in an abstract sense so the inequality is replaced with an equality.
