So I am setting up my first water cooled loop and using the MCP355.
I am leek testing at the moment and being running it for about 12 hours with out a leek(touches all the wood near by:))
I am using a spare PSU with a paper clip jump start method to power and test the loop.
Some times I stop the PSU on the power button at the back and start again after about 10 - 15 seconds (I read somewhere that it helps to get the bubbles out)
When I start the psu the fans and lights turn on immediately, but the pump takes about 2 seconds to spin!

This would cause the cpu to work with out a cooling solution for the small but noticeable 2 seconds or so time.

Is this normal?

I get the delay on my 18W DDC, I think it is fairly normal. A 2 second delay means nothing to the cpu.

They all do it, nothing to worry about.

This is an email from Laing regarding the startup delay.

"When Laing first started to produce water pumps for use with watercooling applications, the DDC wouldnt start with older low power PSU's becuase the start up amps drawn by the whole system inc the pump was too great.. This is Version 1 - White Impellor"

"Version 2 followed with a software update and a new design impellor (Brown/Black) which allowed the pump to restart every 10 seconds if there was not enough power coming from the PSU (which in your case is not a problem) and also has a time delay start up so the Mobo/CPU/VGA/Ram all start up first then the DDC powers up.. Usually 5-15 seconds the delay is."

"Version 3 which laing now stock has a newly designed Blue impellor which is supposed to shift the water more efficiently and also has the same start up & auto restart software as Version 2"
