I have a friend who is looking to upgrade his system with regards to HEVC streaming.

I believe this would require a skylake chip or amd equivalent?

Looking to pay ~£500 for the tower (Windows required in this).

Any suggestions would be great as I am not sure about the HEVC aspect.
 
I have an i3 4160 with 8GB ram for my media streaming PC and it handles 4K HEVC pretty well. No need for an RX 480 or i5. I run Linux though. You don't need anything stronger if it's going to be single user.
 
I was doing a bit more reading into this HEVC for him. I take it you can watch in streamed HEVC without skylake? It's just skylake for encoding?

If that's the case it should make this a bit easier.
 
really depends which os he will be running, lots of choices
low end
Intel® Pentium® Processor G4400
(3M Cache, 3.30 GHz)
or even a soc based celeron n3150
ideally needs two sticks of memory so runs in dual channel
