All explained in the rules.I came in after a very long absence to update my email and made some other changes. I noticed a woman's photo by my username. I have no idea who it is or how it got there. Then I noticed others have similar black and white pictures of what appears to be old movie characters. Is that right ? Can a user not change it ? Was this apparently random alloaction of photo intended to avoid users posting offensive pics or something ?

It's not random. It's a selection of characters from films/TV about organised crime. Which one a poster has depends mainly on how many posts they've made, with a few special ones for mods and admins and suchlike. I've no idea what the initial reason for it was, but the reason for it now is that it's a custom.
I think you can turn avatars off if you don't want to see them.
Admins may or may not take bribes for custom avatars
