Memory Upgrade to 32GB RAM - Unable to Access Total Installed Physical Memory

Hi, I'm looking for a solution to access all my installed physical memory -

Installed Physical Memory (RAM) 32.0 GB
Total Physical Memory 15.9 GB
Available Physical Memory 6.38 GB
Total Virtual Memory 22.4 GB
Available Virtual Memory 9.79 GB
Page File Space 6.50 GB
Page File C:\pagefile.sys

I have relatively old pc here and was hoping to get a bit more out of it for a bit longer...
On the advice of OC I searched and found the identical memory that was in the original PC they had built as they did not stock anymore...

Team Group Elite Black 16GB (2x8GB) DDR3 PC3-12800C11 1600MHz Dual Channel Kit TPKD316G1600HC11DC01

The memory installed is working perfectly... I have verified this by swopping out old with new and different configurations in the 4 slots - with only 2 new sticks in it is the same as original setup 2 x 8GB - no matter how it is mixed I cannot get the 32GB to be seen in windows. The actual RAM is properly seated.

The BIos sees it fine. I have the latest version for this MB. I am not sure I can change any settings in there or what to use there at this point...

I have run mem tests.

I have tried everything I have found online to fix the issue from changing the page filing in Performance Settings to changing memory allocation at Boot in MSconfig. I even tried modifying the registry HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management to no avail...

@JasonM Not that I can possibly think of - this BIOS seems quite limited compared to some of the latest I have seen on YouTube - however it is reading the 32GB no problem - not much in here except external drives and external graphics card. I just haven't been able to figure out what could be doing it on a BIOS like this.
 
@Quartz yes way over, I checked with OC support before buying the drives and RAM to be sure it would be compatible - On their advice I even bought matching RAM... pretty flummoxed as to why I cant get at that reserved for hardware...
 
@JasonM will do.. standby - Q how do you place images up here - do you use something like pastebin for the URL images? Im afraid I haven't done that for years and am a little bit out of practise as to what the current flavour of pastebin equivalent is :)
 
@JasonM yes I tried every combination of RAM except old RAM 1 and 3 and New RAM in 2 and 4 and vice versa ---- this is only because I found the RAM in slots 1 and 2 which is wrong for this MB to work in Dual mode but I did not change anything as it was working and proceeded to swop those RAM over 2 by 2 - I will give it a go putting the old and new RAM in original dual position to see if it makes a difference. Thanks for reminding me

I rebooted with the 16GB in dual mode then switched off, I then Added another 16GB and rebooted
Looks like to me 32GB RAM is now working?
Still looks a little light on useable RAM...
