There's always the big tourney factor, Buffon was 2nd in 2006 as well. Same as Ronaldo winning in 2002, Zidane 1998, CR7 2016. Modric got it 2018 because Croatia got to the final (Griezmann 3rd).
That's not to say all those players were undeserving of the award, but it is a factor for sure.
