Metro Exodus - weird fps question.

Hello. Have an question. During gameplay maybe it was 1 hour i completed VOLGA level and go to Caspian desert level. I observed my fps are strangely low, 50-60 fps on first desert after train ( 10 fps less than normal ). But ok i go forward playing.
Today i relaunch Caspian desert and have 10 fps more. 65-80FPS.
I read somewhere about memory leak or something? Anybody experienced that issue that you must reload game or chapter to improve again fps?

Nothing overheating.Cpu 60C ,and gpu 80C.

PC:
9900K 5ghz
2x16GB DDR4 GSKILL 3000
Gigabyte Aorus 2080 Ti Xtreme ( no oc )
Corsair 850RmX
Asus Prime Z390-A

I am using newest drivers.
Game settings: 1440P,Extreme Preset,Ray Tracing ULTRA,Dx12.

I’ve found that adjusting any graphics settings when in game results in the FPS getting locked to 60 with my 2080.

Restarting the game normally fixes it.
