No. In quali it’s nearly equal and in the race the Ferrari destroys its tyres and is slower on the straights. Throw in drs and it’s over.

Track has quite a few long straights so defo Red Bull advantage , the difference in speed on the straights is clearly advantage each lap

Ferrari is more for corners obvious to see straight speed matters on this track

The Ferrari tires seem to wear down faster
