I've had this issue for a while now. Since purchasing my USB Samson GoMic, Windows (8.1 x64) will auto adjust the mic volume based on surrounding sounds. So if I sneeze, accidently bang the desk or just laugh loud, the volume goes from 100 all the way down to the lowest point I've seen it go, 60%. In fact, it took me months to figure out this problem until I brought up the properties and made loud noises in the mic.

The Mic has no software, just plug and play.

I've disabled "allow applications to take control" and in the Communications tab, changed "When Windows detects communications activity" to Do nothing.
And yet it still does it. I can't work out how to stop it. I don't have Skype on my profile either.
The issue is, it doesn't increase, only decreases, so people always say my volume has gone low and I have to keep tabbing out of games etc to boost it back up. Any ideas?

Pics, just in case.

First of all disable the other microphone that says "Ready" by right clicking and clicking disable.

Secondly you may have enabled speech recognition so disable it by going into Control panel > Speech Recognition Options > Advanced speech options > under 'User Settings' untick 'Run speech recognition at startup'.

I've disabled the other mic, but the speech recognition options were already unchecked. Just tested it and it seems to be sticking at 100%. I will continue testing it out in a live chat environment, I just find it baffling that disabling a mic I don't even use can effect the mic I am using.
