When I log on I get the red shield and MS Security centre saying it's not working. When I click the shiled and try to "turn on" the MS Security centre it just says it can't be done. A system restore didn't fix it.

How can I get it working? I would only use it to tell me what I've got working in terms of AV and firewall etc...

NOD32 that I use is working fine so I'm not overly concerned but it's nice to know things are working anyway

yeah ad-aware SE and a full admin scan via NOD32

here's a pic when I try to click re-start in the security window

This might help...

Open the Start Menu.
4. In the white line (Start Search) area, type services and press Enter.
5. Click on Continue in the UAC prompt.
6. Scroll down and right click on Security Center and click on Properties. (See screenshot below)

To Enable Security Center -
NOTE: Be sure to do step 2 above after enabling the Security Center.
A) Next to Startup type, click on Disabled and select Automatic. (See screenshot below)
B) Click on the Apply button.
C) Click on the Start button.

Otherwise, a quick google suggests that it may be a corrupt install, missing certain files.

Perhaps try putting your Vista install CD in, rebooting the computer and chosing to boot from CD - then chose 'Repair' Install.
