Running Process Explorer it seems ucrtbase.dll and nvwgf2umx.dll are the problem.

also they are both involved in the dynamic link library file associated with Microsoft Visual C++ redistributable package.

Control panel > remove ALL C++ Redistributable packages that you see in the control panel, reboot and try again.

Looks like that did the trick. Of course, it bollixed everything else

so I grabbed a combo pack of all the VC++ redists from TechPowerup and it's still working.

My GTX 660 is still better than your 3090 GTX. My Solitaire still runs at 1%.

By the way I just Googled the answer I had no idea that would fix it. :cry:

Wow. It's the first time I've seen a regular solitaire use 100% of the CPU. Is this only happening with this game?

I forget exactly where it is but somewhere in the Nvidia Global Settings one of them you can set it to Adaptive power, if this setting is on full power or equivalent your GPU will max out all the time

All drivers are up to date and Windows 10 is fully patched and up to date.

you probably have your GPU set to maximum performance instead of adaptive or optimal power saving.

I think there was a setting in windows power saving that forces your CPU to run at 100% frequency if your PC is set to high performance mode regardless of the CPU load.
