Could this be the reason why Internet Explorer is so flawed?

Today I installed a copy of Windows after having reformated my Laptop and I was on the Microsoft Website downloading .net framework and i tryed to replace "C:\WINDOWS\system32\LegitCheckControl.dll" and it said it was in use, I thought thats funny, so i closed the IE window on microsoft (other IE windows were open) and then tryed to replace the file and it worked as this is a Geniune Advantage File then surely microsoft was looking into my computer to see what that file said, very werid if you ask me...

Sorry if i have missed something obvious here...
 
I wasn't on the windows update part just on one of the odd download pages if you know what i mean, what im getting to is if microsft can do it surely any old website could?
 
I doubt it's anything sinister - that dll is installed as part of internet explorer, and internet explorer "accesses" its files while it's running, I don't think Microsoft or anyone else could or were doing anything in particular.
 
What probably happened was that the Genuine Advantage DLL was loaded when you were downloading the .Net framework. Then there was a sharing conflict, to which closing the IE windows resolved.

There's nothing sinister there, so lets stop the conspiricy theories. MS maybe a a huge multinational company with questionable business tactics, but they're not a subsidiary of Satin Corp.;)

IE loads this DLL whenever it is open. It is not supprising you cannot replace it when IE is open as the DLL has been loaded.

Like said above, why are you replacing this file? If you have a legit copy of Windows there would be no reason to do this!
