Whats the deal with them driving here for months without tax etc?

I pass a house on my walk to the station with 3 SK (Slovakian) plated cars, all of which show no tax but have been at the house of residence since I moved here in December. I thought after a few months you have to get it registered here, because if they have no tax, they also do not hold an MOT, and insurance is anyones guess as the cars concerned are bangers.

Anyone know the score for such cars?
 
i believe (from overhearing at the DVLA today) that if a car is roadworthy in its country of origin (i.e passes their MOT) then it can be driven here on that country's plates for a year
 
and I wonder how many have proper insurance?

Still there's plenty of UK cars that are being driven round with no Tax, MOT or Insurance.
