That's the theory and would remove the load from the CPU, but still think it's your connection speed so it'd be worth while doing a few tests to work out exactly what the bottleneck is.
Also remember, that the WHS doesn't serve up all file types for streaming - so if you re-encode a load to make it easier on the CPU, then make sure it's a file type that it can stream or they won't show up/fail when you do try to access them remotely!
