Minor problem with a portable drive (not showing full capacity)

Hi - I have a Western Digital 250GB hard drive that I took out of a defunct laptop - bought a case (sata to usb) plugged in in, but the drive is only showing 232GB of space. I've tried formatting a few times, but the same thing keeps happening. I think when I first plugged it in, it showed as three drives

Can anyone help? Many thanks
