Mirroring a HDD?

Are there any programs that allow a TOTAL swap of all data from one HDD to another (including OS and functionality) available as freeware? Also, if this can be done, can it be done between two different sized HDD's?

Don't quote me, but i think Partition Magic supports doing that.
If not, you could create a restore disk with Nero, and use them with the new drive?

Norton ghost. Clones 1 drive perfectly ready to transfer to another hdd.

Or any of the others suggested, all do the same thing really.
