Missing HD in Win 7

Thi is a continuation of an earlier post, I have loaded win 7 Ultimate on a new HD (Samsung F3 1TB)
Its fitted in the PC and connected to the Mboard by the Sata cable that was on my old C drive temporarily whilst i transfer files etc and my old C drive is connected by the sata cable connected to Output 3 from the M board but i cant see the other 3rd (storage)HD drive (which is connected by Sata to output 2 on the M board) showing in My computer. Is it the cabling? i have the sata cables connected to 1/2/and3 output s from the M board.
This missing drive will appear if i just swap the sata cables from the F3 (win 7)back to the old C drive (Vista) Also the dirive appears in Win 7 (F3 HD) device manager and also computer management (disk 1 healthy active partition) but NOT My computer, so i cant access it or any files.. Thanks again for any help..

I cannot access an "Assign" option in the dropdown menu in Disk Management only "change drive letter and paths " etc.. The drive doesn't have a letter assinged to it at the moment.
