MoBo without CPU

I have a motherboard which I need to check (just that it's in working order, nothing specific...), but I don't have a suitable CPU for the socket. Apart from that everything is in place - ie RAM, HDDs and a graphics card are connected. So I have 2 questions:
1) If I remove the plastic CPU socket cover and attached a PSU is it 'safe' to turn on the power without a processor?! Or will this damage the MoBo, RAM or socket?
2) If it is safe to do this, how far would a 'working' MoBo get? Will there just be a series of beeps or will it POST or be able to get into the BIOS?

I apologise for my ignorance! If anyone has tried this and knows what to expect I'd be really grateful for your help! Or is this just a really stupid idea... :confused:
