I used to work with a guy that had massive spikey hair, he used soap, the cheapest stuff he could get, it worked, but I can't say I'd recommend it.

Sugar water is what one of my mates used to use and his mohawk is about a foot high so if it works for that it will probably work for hair shorter than that.
