Monitor calibration tools and DIY

The sRGB profile on a lot of recent monitors has been as close as makes any odds unless you are really doing colour critical stuff in my experience, that assumes people want an sRGB or DCI-P3 calibrated display rather than something overly vibrant and slightly warm which the default profile on most displays caters for :s

I'm toying with the idea of getting a colorimeter and software for doing some calibrations of monitors or TV's at home. I've read of some threads on here where people are doing their own which has pipped my interest. So a few questions:

1 - What is the best cost effective meter and software for doing this at an amateur level? I don't want to spend a lot getting equipment as may be seldom used.

2 - How difficult is it to do in reality?
Erm, I have used them for many years, but I am not sure what to say. They can not correct massive problems with monitors and may not correct it to your liking. I tended to use them to match monitors but honestly these days I have a factory calibrated monitor and use it as a side-by-side reference and do it by eye. the simple truth is that if the monitor is a crappy one then almost nothing will sort it out.
